Bui Trong Chuong Scholarship Fund


The Bùi Trọng Chương Scholarship Fund (BTCSF) was founded in 2013 by two former students of Mr. Bùi Trọng Chương: Vinh-The Lam (Petrus Ky Alumnus1953-1960) and Hy Van Luong (Petrus Ky Alumnus 1968-1971) to pay tribute to their beloved teacher. This fund was established as an endowment for the sole purpose of providing scholarships to gifted, but financially disadvantaged, students at the school that the teacher had a lifetime commitment during his teaching career (Petrus Ky High School, aka Le Hong Phong High School after 1975).

The Bùi Trọng Chương scholarship fund (BTCSF) has been registered as a non-profit organization in the province of Ontario, Canada. BTCSF is authorized by Canada Revenue Agency to issue  charity donation receipts for donors' income tax filing in Canada and the United States. BTCSF operates in strict conformity with Canada's laws and regulations on non-profit organizations.

The first scholarship was awarded in September 2013 with donations from some former students and relatives of the teacher Bùi Trọng Chương. The number of scholarships, each currently worth 11 million VND, has increased from 1 in the first 3 academic years, to 3 in 2016-17 and 2017-18, to 6 in 2018-19, to 14 in 2019-20, 21 in 2020-21, 23 in 2021-22, and 26 in 2022-23 and 2023-24. Vietnam Centrepoint Inc., whose CEO is Mr. Trần Hữu Phúc Tiến, has also provided each Bùi Trọng Chương scholarship recipient a foreign language scholarship at Vietnam Centrepoint, currently valued at 11 million VND/quarter each. Students who hope to pursue study in other countries and to apply for overseas scholarships may receive advice from knowledgeable members of the BTCSF executive committee and assistance from other donors.

1          Mission

BTCSF is a private, independent, non-political, not-for-profit organization.

2          Management

The management team is made up by volunteers, working without remuneration. Over time, they may be replaced with other volunteers, also working without remuneration.

BTCSF has an advisory committee, currently with four members: Mr. Lâm Vĩnh Thế (Petrus Ký 1953 - 1960), Mr. Nguyễn Khắc Phụng (Petrus Ký 1956 - 1963), Mr. Nghiêm Phú Phúc (Petrus Ký 1953 - 1960), and Mr. Dương Xuân Giao.

3          Money in BTCSF

Donations can be made to:

a. the BTCSF endowment fund
b. the annual scholarship disbursement fund
c. investment accounts under donors' management, with annual income used for scholarship awards.

Money in BTCSF is maintained in a Royal Bank of Canada account, under the name Bui Trong Chuong Scholarship Fund. All donations to the fund can be made in personal cheques or money orders, payable to Bui Trong Chuong Scholarship Fund and sent to

Donations in cheques or money orders are not necessarily written in U.S. currency (USD); you can use the currency that is most appropriate for you, such as Canadian currency (CAD), Australian currency (AUD), European currency (Euro), and so on. For donations in Vietnamese currency (VND), please contact us for electronic transfer information.

Money in BTCSF must be maintained securely, with its principal fully protected. All expenses and revenues must be reported annually. Donations to the fund are reported every six months (beginning of January and beginning of July each year) or sooner. All donations will be posted on https://btc-fund.blogspot.ca/p/donations.html

The investment team is responsible for seeking the best way to invest securely, with highest possible interest rates. A portion of the interest earned will be spent to counter inflation in the year; the remainder will be used for scholarship(s) and further investment.

All details related to BTCSF can be found in https://btc-fund.blogspot.ca. The website managed by Le Hong Phong High School will have an annual announcement on BTCSF scholarship winners. In addition, Le Hong Phong High School can provide information on winners' academic achievements as well as their family financial status.
